I think it was an early prototype for the pedicabs.
It didn't quite work out.
Ari, you must be a city kid. Gillian is right; it's a mower. That bar with all the teeth is on a hinge. It flips up for storage, down (horizontal) to mow.
Its a 19th century nose hair trimmer. Men were really men back in those days.
Thanks folks. I could tell it was a tractor, I'm not that removed from farming life, but the tooth-like contraption was a mystery.
Looks like spending my formative years on a farm finally paid off. Except there is no money involved. Figures.
